Eldeco Group was founded in 1975 in Agra by S. K. Garg to professionally undertake real estate and construction projects. Over the following five decades, the group expanded across North India, and has been at the forefront of real estate development since 1985, delivering over 200 projects across 20 cities spanning large-format integrated townships, high-rise condominiums, industrial estates, malls, and office buildings. The aggregate delivered area stands at more than 60 million sq. ft. with over 30,000 satisfied customers.
Sitarganj is not simply another city on Eldeco's roster. It is the location of the group's most ambitious infrastructure undertaking — and the place where Eldeco's industrial and residential work converge in a single, planned environment.
The Eldeco SIDCUL Industrial Park (ESIP) is a 1,096-acre sprawling industrial park built under the Public-Private Partnership (PPP) format by Eldeco Infrastructure and Properties Ltd. (EIPL) and State Industrial Development Corporation of Uttarakhand Ltd. (SIDCUL) at Sitarganj. The unique 1,200-acre state-of-the-art Eldeco Sidcul Industrial Park at Sitarganj, Uttarakhand, is Eldeco's flagship project in the industrial sector.
Today, it has become a major investment and employment hub with large-scale industrial activity in sectors like auto parts, food processing, and capital goods. The park boasts well-laid-out physical infrastructure, a common effluent treatment plant, a well-equipped fire station, and a 220 kVA power station. With more than 20,000 permanent jobs created in 100 active industries, ESIP has brought prosperity to this region.
The scale of ESIP was no accident. One of the largest industrial parks in the PPP format — 1,200 acres in Sitarganj, Uttarakhand — was undertaken by EIPL. This was consistent with Eldeco's earlier track record in PPP: the group had established a strong presence in Lucknow by developing, among others, a 200-acre township in joint development with the Lucknow Development Authority — one of the first instances of public-private partnership in the country. ESIP extended that model to the industrial sector, and at a scale that transformed Sitarganj's economic character.
Eldeco Flower Valley is a well-planned residential enclave and a part of the 1,093-acre ESIP, Sitarganj, Uttarakhand. It is the first successful realization of the concept of 'Work and Live' in the state. The project addresses a structural gap in Sitarganj's housing market: thousands of workers from hill districts like Almora, Pithoragarh, and Champawat, as well as skilled and semi-skilled workers from Uttar Pradesh, Bihar, and Haryana, moved to Udham Singh Nagar for factory jobs, and this population inflow created new residential colonies, rental housing demand, schools, hospitals, markets, and transport services — turning Sitarganj into a fast-growing urban center. Eldeco Flower Valley is positioned to serve that captive demand from within the park itself.
The residential plots offer complete freedom to build a home of one's choice amidst landscaped greens and the security of a gated community. Comprehensive lifestyle amenities include plots for a shopping area, schools, clubs, a clinic, and a community centre, and the project offers convenient residential options for the 400 industries in the park.
The project carries RERA registration number UKREP10170000079, registered with the Uttarakhand RERA authority at ukrera.org.in.
Sitarganj is a municipal town and tehsil headquarters in Udham Singh Nagar district of the Indian state of Uttarakhand, located in the fertile Terai region of the Kumaon division. Positioned approximately 42.6 km from the district headquarters Rudrapur, it serves as a key administrative and economic center in the eastern part of the district.
The area is seamlessly connected through NH 74 and NH 125, linking major cities like Rudrapur, Haldwani, and Bareilly. The Delhi-Nainital Highway ensures smooth access to Nainital, Dehradun, and Delhi. For air travel, Sitarganj relies on Pantnagar Airport, located roughly 25 km away, which handles domestic flights to cities like Delhi and Lucknow.
Udham Singh Nagar is the largest industrial district of Uttarakhand. Because of its border-side location, Udham Singh Nagar acts as the main entry gate for all goods entering Uttarakhand from North India, and every major supply chain moving towards Haldwani, Nainital, Almora, Pithoragarh, Bageshwar, and Chamoli passes through this district. Sitarganj sits within this logistics corridor, reinforcing its relevance not just as a residential location but as a commercially active node.
The Integrated Industrial Estate, Sitarganj Phase II hosts companies including DS Group, Parle Agro, Yoyogo India, and La Opala — a roster of established manufacturers whose workforces generate sustained demand for organized housing nearby.
In 2024, property prices in Sitarganj, Uttarakhand witnessed a steady rise of 15% to 20%, driven by prime location advantage, increasing demand for residential projects, and infrastructural development. Real estate growth in Sitarganj has been aided by comparatively low stamp duty rates relative to other developed industrial parks in the region, and subsidies similar to IIE Pantnagar are also applicable.
For investors, the captive rental demand from ESIP's 100-plus active industries and 20,000-strong permanent workforce creates a structural floor for occupancy. The plotted format of Eldeco Flower Valley also allows buyers to time their construction according to their own schedule, maintaining flexibility without sacrificing a secured, serviced land parcel within an already operational park.
Beyond Sitarganj, Eldeco is developing projects in Panipat, Sonipat, Ludhiana, Jhansi, Bareilly, Panchkula, Neemrana, Delhi, Kasauli, Rudrapur, Gorakhpur, Rishikesh, and Jalandhar. In Uttarakhand specifically, the group has an active residential project on Kashipur Road, Rudrapur — a short drive from Sitarganj along NH 74 — demonstrating continued regional commitment beyond the single landmark of ESIP.
Eldeco Housing and Industries Ltd. (EHIL), incorporated in 1985, has been the market leader in Lucknow for over three decades and is listed on the Bombay Stock Exchange with an uninterrupted dividend-paying record since inception. The group has also formed a co-investment platform with HDFC Capital, signaling institutional backing for its ongoing pipeline.
In Sitarganj, Eldeco is not a newcomer placing a speculative bet. The group planned, financed, and delivered the city's defining industrial infrastructure before launching any residential offering — a sequencing that distinguishes its presence here from developers who arrive only to sell housing.
